We rented a duplex when we were first married and the idiot who built these units didn't bother soundproofing much at all. Call the landlord if you are renting. There are ways to soundproof the wall that involves blowing a special material back behind the sheetrock. You might look into having someone come out to do that.
Like someone suggested have them over so they have first hand knowledge of what you are going through. I would then politely suggest that maybe if the TV was moved somewhere else in the room it might solve the problem.
When it happens again have them come over to your place and hear just how loud the tv is. If that doesn't work, complain to your landlord. Go to the police as a last resort.

I say rearrange your furniture and put your tv or stereo over there - give them a dose of their own medicine.

are they renting? if so contact the land lord. If they are not renting call the police and report a complaint for loud noise or noise ordinance code
I live in a duplex also. Thankfully my bedroom faces the garage area. My living room is next to an idiot. I told him a couple of times then I just told the onsite manager. The only problem that I have with him now is he leaves his door open on his day off and he has the worst smelly body odor you have to shut your door.
I have been in your situation a lot at other places and I had to move.
If you decide to give it right back to them, make sure they are sleeping.
When the neighbors in the back blast their music I yell over there if they would like to hear mine and they close the door.
I live in a duplex also, and I have had 4 different neighbors since I've moved in more than 10 years ago. Always it is communication that gets the job done. Can you talk or send a card, that states in a good tone, when the best time or worst times you cannot tolerate the television on? It seems like the t.v. is important to them, but I agree it shouldn,t interfere with your life. Next, if things continue send them a warning. Just like the police have. Of course you do not have much recourse, but they will get the idea that your serious right away and again list and make CLEAR your demands. So there are not hard feelings and you don't want enemies as neighbors, offer them a sit down with coffee or maybe they are the beer type and just start out with a chat and work your way up to the real issues. Do this the same day if possible so they don't stew over the ticket.
